The moon is in one of the 27 nakshatras at the time of birth, and furthermore, it is in one of the 4 quarters of that nakshatra, ie, one fourth of 13 deg 20 min is 3 deg and 20 min., and so the moon is in one of these sub sectors of the nakshatra, called "padas" of the nakshatra. So the pada syllable determines how the name selected for the child should begin. For example, if the moon is in the 1st quarter of Satabishak, then the name should start with "Go", like "Govinda" or "Gosai" etc. This practice of Nam Karan or name giving ceremony generally uses these jyotish principles as the guiding light.
